Hartington Business Park fully let as Capital Angling Limited agree on-site expansion

Devonshire Property Group, part of the portfolio of Devonshire Group businesses, is celebrating full occupancy at its Hartington Business Park scheme in Staveley this week.

Capital Angling Limited, an existing tenant at the site, has agreed to take on a further 2,465 sq ft to support its expanding e-commerce operations.

The business, which provides a wide range of fishing tackle and equipment, has agreed a five-year lease on a second unit at site, taking its footprint at Hartington Business Park up to 7,364 sq ft.

Rodgers Leask keep plans on track for new rail innovation centre at Barrow Hill

Further details for the new rail innovation centre at Barrow Hill Roundhouse have been revealed by one of the companies involved in the project.

National engineering consultancy Rodgers Leask is leading the design team currently working on RIBA Stage 4 designs for the Derbyshire Rail Industry Innovation Vehicle (DRIIVe) in Chesterfield, which is awaiting planning permission.

The modern rail innovation and training centre will provide more than 1,400 square metres of floor space consisting of classroom and workshop training areas, and specialist research and development facilities – including a digital laboratory and commercial offices.

Appointed via the ESPO 2664 framework, Rodgers Leask’s involvement so far includes a full-service offering, comprising structural and civil engineering consultancy, geo-environmental engineering investigations and transport planning advice. The consultancy’s various experts are working to overcome the operational constraints posed by the busy industrial site, while also protecting the surrounding area’s interesting features – such as the historically significant Barrow Hill Roundhouse.

Kriston Harvey, director at Rodgers Leask, said: “This is a very important project for the area and therefore we’re proud to be involved. Not only will it bring additional full-time jobs to the local area, it will also provide training facilities to enable people to learn new skills and open the door to highly skilled career opportunities in the rail industry. The research and development aspect of the building will see it become a prominent location for rail technology research and innovation, with fantastic links to the rail network.

“As everyone recognises the significant benefits that the project can bring to the community, engagement between the client, design team and other key stakeholders has been very positive and productive.

In total the building is expected to cost around £4 million, with funding for the project being provided through the Staveley Town Deal. Development of the centre is being delivered by Barrow Hill Engine Shed Society, Chesterfield Borough Council and New Rail – part of Newcastle University.

Mervyn Allcock, general manager at Barrow Hill Roundhouse, said: “If it is approved, DRIIVe will help establish Barrow Hill as the home of the rail industry in Chesterfield and we look forward to speaking to companies about the potential benefits of being based at the centre. Any revenue from the building will be used to support the Roundhouse in achieving its aim of preserving our local Rail heritage.”

Rodgers Leask is working alongside architect Frank Shaw Associates, building services consultancy CPW and planning consultant Planning & Design Group. A planning decision is expected in early 2024.

Plans for the regeneration of Staveley town centre released as additional funding confirmed

Revised proposals for the multi-million-pound regeneration of Staveley town centre have been released by Chesterfield Borough Council, following Government approval to allocate additional funding to the project.

The six-million-pound Staveley 21 project has been in development over the last year following publication of the Staveley Town Centre Vision Masterplan which received strong public support in November 2021.

The proposals – which are funded through the Staveley Town Deal – were shared at a meeting of Staveley Town Council on Tuesday night.

Councillor Kate Sarvent, Chesterfield Borough Council’s cabinet member for town centres and visitor economy, said: “We know everyone has been keen to see the council’s proposals for Staveley town centre and I’m delighted that we are now able to share these. As a package the proposals seek to enhance the town centre – opening it up for new uses that will encourage more people to visit whilst also supporting existing retailers, market traders and high street businesses.”

A range of visuals have been prepared to bring the proposals to life with a particular focus on the new pavilion building and how the marketplace will look and could be used by different audiences.

The new pavilion building sits between the Staveley Miners Welfare building and Staveley High Street. Of modern design but one that is also reflective of Staveley’s heritage, the building will form a striking new focal point in the heart of the town centre. Several uses for the building are currently being considered including as a potential site for Derbyshire County Council’s relocation of Staveley library and also for retail, leisure, and business start-up uses.

As an enlarged public open space, the marketplace will be designed as a flexible environment to support existing uses such as Staveley Town Council’s regular markets but also as a setting that can be used to host a wide range of new events to encourage more people to visit the town centre.

Tiered outdoor seating will be introduced to support outdoor theatre and open-air cinema screenings, and play equipment installed to help make the marketplace more attractive to families.

New paving, lighting, street furniture and planting will help create an enhanced atmosphere and visitor experience at any time of day or night whilst new signage will help connect the town centre with Staveley’s other visitor attractions including the Chesterfield Canal and Staveley Hall.

Councillor Kate Sarvent, Chesterfield Borough Council’s cabinet member for town centres and visitor economy, continued: “Town centres across the country are changing and our proposals reflect this need to adapt. We have already secured a main contractor to deliver the project and our aim is to achieve planning permission in Spring 2024. In line with the Government’s requirements, we plan to be on site in Autumn 2024 and for all of the construction work to have been completed by the end of 2025.

“Ahead of this, we are committed to carrying out extensive engagement on the proposals to ensure that we capture the views of all stakeholders and make appropriate adjustments ahead of submitting the necessary planning application.”

“We’re also still seeking applications for the shop front grant scheme which we launched in February. A total sum of £600k is available to support shop owners and landlords to make improvements to their premises.”

Ivan Fomin, chair of the Staveley Town Deal Board, said: “The delivery of the Staveley 21 project is a big first step towards realising the Staveley Town Centre Vision Masterplan which received strong public support in November 2021. It’s exciting to see Chesterfield Borough Council move the project forward move into this next phase, which reflects the Staveley Town Deal Board’s vision and ambition for Staveley town centre. These are significant proposals which will ensure Staveley town centre is a place where local people and visitors will want to spend time whilst also supporting local businesses to grow not only now but in the future.”

Approval granted for Staveley Waterside regeneration project

Approval has been granted for the Staveley Waterside project, which will revitalise the Staveley Canal Basin site.

£2.664 million has been earmarked from the Staveley Town Deal fund, to enable Derbyshire County Council to construct a 2-storey building, offering flexible space for new and existing small businesses, some retail use, and a food and beverage opportunity, with indoor and outdoor dining space, along with an access road, and mooring space.

A total of 11 units are planned within the centre, each equipped with kitchen and restroom facilities, while a new 40-metre footpath is planned along Hall Lane.

The project aims to encourage more visitors to use the canal and will also create space for around ten new businesses. Proposals were unanimously approved recently by councillors at Chesterfield Borough Council’s planning committee.

Councillor Tony King, cabinet member for clean growth and regeneration at Derbyshire County Council, said: “We’ve put together proposals for an exciting new development, which will help to bring jobs to the area and boost the visitor economy.

“Derbyshire County Council has been working alongside partners over a number of years to improve the Staveley Basin area and the Staveley Town Deal has given us a great opportunity to turn our ideas into reality, using our expertise from Markham Vale to create high-quality business accommodation as well as a visitor destination that people from near and far can enjoy.”

The Staveley Town Deal is a £25 million fund, which will bring forward multiple employment sites, and bring higher-level skilled jobs to the area.

As part of the Staveley Town Deal, Chesterfield Canal Trust is working on the restoration of the canal by extending it from the existing limit at Eckington Road. As well as improving outdoor space and creating new leisure infrastructure, it is expected that the restoration project will lead to a 20% increase in visitors to the Staveley area boosting the amount of money spent in the local economy.

New £750,000 walking and cycling route announced for Staveley and Markham Vale

A new walking and cycling route is set to be developed in Staveley, which will connect Markham Vale to the existing cycle route in the town.

The £750,000 investment is part of a wider £7 million fund announced by the government, which will improve a number of areas across the East Midlands region.

The funding which has been given the green light is part of an early investment offered to our area as part of devolution negotiations. It is not dependent on devolution proposals going ahead.

It is part of £18 million on offer from the government to the region for investment in different projects supporting local priorities, which relate to housing, the environment, infrastructure, skills, and transport in Derbyshire, Nottinghamshire, Derby, and Nottingham

The programmes which are being funded are:

  • £750,000 for a new cycling and walking route in Derbyshire, a 1¼ mile link connecting Markham Vale to the existing cycle route in Staveley.
  • £1.5 million for the new roundabout on the A6 at Fairfield in Buxton, Derbyshire, allowing access to housing development land. The roundabout provides access to sites for 461 new homes, including 30% classified as affordable. It also brings work to an area of social deprivation. This work has been completed, with the funding which has just been approved going towards the cost.
  • £1.5 million for a new growth through green skills. The investment will enable the creation of a new £5.4 million flagship skills centre and low carbon demonstrator in our region, to be operated by West Nottinghamshire College, as well as two electric minibuses for getting students to and from the site, to support the growth of a future low carbon economy as we work towards net zero.
  • £2 million for a new long-term private rental scheme to address homelessness in Nottingham City and Derby City and reduce the use of bed and breakfast accommodation for housing.
  • £1.22 million for more affordable housing in Derby city, where there is currently a shortage, to provide 15 extra social houses to be let at an affordable rent. It will mean less reliance on temporary bed and breakfast placements and shorter waiting times for longer-term accommodation.

Other regeneration and net zero projects are also in the pipeline, with decisions on these expected soon.

Derbyshire County Council, Nottinghamshire County Council, Derby City Council and Nottingham City Council have been working with the Government on devolution plans including a package of local powers and funding worth £1.14 billion, from 2024. If the plans go ahead, it would also mean a new regional mayor.

The leaders of the 4 councils signed up to work on a devolution deal on 30 August this year at Rolls Royce in Derby. Since August, the councils have developed a more detailed proposal, which includes more information about how devolution would work in our area. The proposal was the subject of a public consultation, which took place from 14 November 2022 to 9 January 2023.

Barry Lewis, Leader of Derbyshire County Council, said: “The approval of these projects is a solid example of the benefits that devolution are bringing to our region.

“These schemes will make a measurable difference to people’s quality of life through opportunities to gain new skills, environmental and health benefits from walking and cycling, better housing and new infrastructure.

“This is the East Midlands levelling up, and finally getting the benefits that we have missed in the past.”

Devolution would mean a new guaranteed funding stream for our region of £38 million a year over a 30-year period. Covering Derbyshire, Nottinghamshire, Derby, and Nottingham, the devolved area would cover around 2.2 million people, making it one of the biggest in the country.

The devolution deal includes an extra £16 million for new homes on brownfield land and control over a range of budgets like the Adult Education Budget, which could be better tailored to the needs of people in our communities.

The regional mayor would lead a new combined authority, which would include representatives from existing local councils, with decision making powers and resources moving from London to the East Midlands. Local businesses would also have a voice, as well as other organisations.

Devolution would not mean scrapping or merging local councils, which would all continue to exist as they do now and would still be responsible for most public services in the area. The mayor and combined authority would instead focus on wider issues like transport, regeneration, and employment across both cities and counties.

The public consultation on devolution, open to residents, businesses, community groups and other organisations, took place from 14 November to the 9 January.

Staveley company supports Chesterfield charity’s work in providing life saving training

Support for the 999 Appeal launched by Chesterfield charity, CSALS has been received from Brett Martin Ltd, based at Staveley.

CSALS – Community Save a Life Scheme – is a charity devoted to promoting and facilitating first aid training, offering a free online course in association with Virtual College.

Those who provide support for the organisation’s 999 Appeal receive a practical first aid training session among the benefits provided.

A session which featured the use of defibrillators was recently delivered at Brett Martin’s Staveley site.

Commenting on the link-up with CSALS, Brett Martin’s senior HR advisor, Kim Williams, said: “Brett Martin are proud to be a sponsor of CSALS’ 999 Appeal.

“Not only are we sponsoring such a worthy cause, we are ensuring our employees are de-fib ready should they ever find themselves in a situation where a defibrillator is required.

“The general feedback from our employees who attended the course was that before the training they were scared to use a defibrillator, not anymore.

“The training was informative, practical and fun. Great work, CSALS!”

CSALS (Community Save a Life Scheme) was formed in 2012, with the aim of raising the awareness of the need for more life-savers. Thousands of people have now completed the virtual course, providing them with first aid skills which could result in lives being saved.

Trees planted in Staveley in memory of Her Majesty Queen Elizabeth II

Almost 50 trees have been planted at a site in Staveley, in memory of Her Majesty Queen Elizabeth II.

Local school children and tree wardens were joined by representatives from Chesterfield Borough Council to plant 48 oak trees on Darley Close at Staveley, as part of the Queen’s Green Canopy Initiative.

The Queen’s Green Canopy is a unique tree planting initiative which was launched to help mark Her Majesty The Queen’s Platinum Jubilee in 2022. Following the wishes of His Majesty The King, the initiative has now been extended to the end of March 2023 to give people the opportunity to plant trees throughout the planting season, in memoriam to honour Her Majesty.

The newly planted trees will help to create a new woodland in the area – called the Queen’s Copse – that will serve as a local memorial to Queen Elizabeth II.

Councillor Tricia Gilby, Leader of the Council; Councillor Amanda Serjeant, Deputy Leader of the Council; and the Mayor and Mayoress of Chesterfield were all on hand to help plant some of the first trees on the site.

People across the country – from individuals, groups, schools and communities to larger organisations and businesses – can also play their own part by coming together to plant trees – to serve as a lasting tribute to Her Majesty. Over time the site will be managed in a way that is sensitive to nature and biodiversity and compliments the surrounding housing and open space.

Local businesses, schools and education providers invited to help shape the future of education and skills delivery

‘Careers Made In Chesterfield’ – a brand new Careers Workshop pilot, which is designed to inspire and inform local students, will be launched at this year’s Chesterfield and North Derbyshire Employability and Skills Conference.

Schools and employers, who are keen to support the future career and job opportunities for local young people, are being urged to attend the free annual conference to learn more about the exciting initiative.

The Chesterfield and North Derbyshire Employability and Skills Conference, which aims to strengthen links between education providers and businesses, is returning for a seventh year and will take place at the Winding Wheel Theatre on Wednesday 8 February, from 8am -11am.

Confirmed speakers at the go-to event include Andy Byrne, Property Development Director for the Devonshire Group, which is behind the Staveley Works scheme. He will be updating on the innovative Construction Skills Hub, which is set to provide specialist training for thousands of learners as part of the Staveley Town Deal.

Alongside Andy Byrne, Julie Richards, Principal of The Chesterfield College Group will be speaking at the event. The College, with support from the University of Derby, has been appointed as the training provider for the new Hub. Over 10 years, the public/private sector collaboration aims to provide training, careers insights, and work experience for over 5,000 learners.

The conference will also welcome students from Whittington Green School and apprentices from Tarmac as well as Cllr Amanda Serjeant, Deputy Leader of Chesterfield Borough Council.

The conference is an opportunity for businesses, schools and education providers in Chesterfield and North Derbyshire to come together and shape the future of education and skills delivery in the area.

During the morning, businesses are invited to feed into local and regional skills plans and help shape the strategic direction through discussion of business needs, challenges and successes.

Organised by Chesterfield Borough Council and Destination Chesterfield, with support from Derbyshire North Careers Hub, the conference is part of the Derbyshire Festival of Business programme and open to all businesses, schools and education providers in Chesterfield and North Derbyshire to attend.

Training provider appointed for Construction Skills Hub at Mastin Moor

Chesterfield College and the University of Derby have been appointed as the training provider for the new Construction Skills Hub in Mastin Moor, which is set to provide specialist training for thousands of learners as part of the Staveley Town Deal.

The innovative Construction Skills Hub will provide a practical platform for construction training, careers activity and work experience on a live construction site in Mastin Moor.

Over ten years, the hub aims to provide training, careers insights, and work experience for over 5,000 learners.

Councillor Amanda Serjeant, Deputy Leader of Chesterfield Borough Council, said: “It’s fantastic to be able to announce that the college and university will be working together to support this project. As well as providing support for trade skills, this partnership provides the opportunity to progress to a university level and develop the skills needed for roles like quantity surveyor or estimator, ensuring that everyone in Staveley can start, stay, and grow in the town.

“I look forward to working with them and our partners the Devonshire Group to progress the development of the Hub and start welcoming learners in Autumn 2023.”

A site has already been identified for the Construction Skills Hub in collaboration with the Devonshire Group, which will be bringing forward a new housing development in Mastin Moor. This will allow trainees to develop their skills on a live housing site, and in time there will also be opportunities to gain experience on other Staveley Town Deal construction projects.

Andrew Byrne, Property Development Director for Devonshire Group, said: “When I first saw the concept of a Construction Skills Hub and was asked if we could help deliver one for Chesterfield, my resounding response was yes, and I know just where.

“Devonshire Group are deeply committed to offering opportunities for learning and skills development, and to making a real difference to the lives and employment prospects of those in our communities, so we are delighted to be able to assist the Council in providing a home for the Skills Hub. Supporting the next generation of people who will help create our built environment is something to be truly proud of.”

Initially the Skills Hub will provide training in site and bench joinery, brickwork, ground works and electrical installation but in time the offer will expand to include training in retrofit and green technologies. It will be open to school leavers and other residents seeking to train or retrain.

Gavin Varley, Director of Advanced Engineering, Building Technologies and Construction at The Chesterfield College Group, explains: “We make a commitment to our students to not only provide them with the skills and qualifications they need, they are just the start, but with the work experience and industry knowledge that gives them the clarity of how and where to progress their career for years to come. We’re delighted to be a partner of this project as it comprehensively addresses this wider student experience, we commit to providing for all.”

Professor Chris Bussell, Pro Vice-Chancellor Dean of the College of Science and Engineering at the University of Derby, said: “We are delighted to have been appointed the training provider, alongside Chesterfield College, for the new Construction Skills Hub, which will provide real-world learning opportunities to thousands of people looking to embark on a career in the construction industry or develop their skills so they can progress onto new roles.

“The Hub will enhance the existing construction training offer by providing the opportunity for local learners to develop their skills in a live on-site centre. Our ambition is for this to be ground-breaking, delivering a model that builds on the innovative approach of other such centres, and we are looking forward to developing our relationship with Chesterfield College as well as working with prominent private sector companies on this exciting project.

“As a Civic University, we are committed to supporting the city and county’s long-term economic growth and prosperity, improving the life chances of people, developing a pipeline of talent that choose to live and work in the area, and addressing the skills gap through our involvement in initiatives such as the Construction Skills Hub.”

Working on a live construction site will not only allow learners to develop the skills they need, but it will also provide practical experience and help provide a link to construction companies where they could find permanent roles.

Staveley is set to benefit from £25.2 million of investment through the Town Deal with the aim to create a town where everyone can start, stay and grow. This investment will support eleven different projects across the town and provide a once in a lifetime opportunity to help shape the future by improving transport links, creating new housing, providing skills for local people, enhancing community facilities, and regenerating the town centre.

Mining memorial at Markham Vale reaches completion

A moving tribute to miners who died in 3 disasters at a Derbyshire colliery has been completed 10 years after it was commissioned.

The final 13 life-size steel figures have been unveiled as part of the Walking Together Mining Memorial, taking the total number of statues to commemorate those tragically killed at Markham Colliery to 106 – one for each man who died in the disasters.

Originally commissioned in 2012, the figures form a trail which stretches between the village of Duckmanton, near Chesterfield, to Markham Vale, close to where the former pithead of Markham Colliery once stood.

Markham Vale is the council’s flagship regeneration site reclaimed and developed in partnership with HBD (formally known as Henry Boot Developments) to create new jobs and attract investment into the area.

The trail symbolises a miner’s journey to the pit and back home again and each figure carries a tag with the name of one of the miners, along with their age and job role.

Cheshire-based Artist Stephen Broadbent designed the memorial supported by Markham Vale Heritage Group which researched the lives of the miners who were commemorated.

Derbyshire County Council’s Cabinet Member for Clean Growth and Regeneration, Councillor Tony King, said: “I feel honoured to have been part of this fantastic project and it’s great to see it finally completed.

“It’s incredibly important that we don’t forget the site’s mining history, the challenging jobs the pit workers had and the sacrifices they made.

“This permanent memorial is a place where the miner’s community spirit can be remembered and where families, friends and future generations can come together to pay tribute.

“I would like to thank everyone involved in the project including the local community, the families and friends of the miners who tragically lost their lives and the sponsors who have helped make this project possible.

“I would also like to thank the artist Stephen Broadbent, fabricator at CB Arts, the team at Beam and the Markham Vale Heritage Group for all their fantastic work.”

 

The first disaster commemorated by the memorial was an underground explosion on 21 January 1937 which claimed the lives of 9 men. This was followed by a second explosion a year later in 1938 when 79 miners lost their lives and 40 were seriously injured.

The final disaster occurred 35 years later when the mechanical brake on a lift carrying miners to the coalface failed, killing 18 miners and seriously injuring 11 others on 30 July, 1973.

  13. Matthew Williams, 36, Contractor

A grant of £17,830 has been awarded by Valencia Communities Fund through the Landfill Communities Fund to support and install 8 out of the 13 remaining figures.

Great Bear Distribution Limited sponsored three figures, while a further grant of £38,950 was awarded by The National Lottery Heritage Fund, which distributes funding raised by National Lottery players. The further grant will cover the cost of 1 figure and fund several activities, including engagement workshops with the local community, a commemorative publication, heritage walking tours of the site and more.
